Director of Facilities

The University of Pikeville is currently seeking a Director of Facilities to be responsible for the operation, budgeting, and overall maintenance of the facilities of the University of Pikeville campus including buildings and associated electrical and mechanical systems; utility systems to include heating, air conditioning, plumbing, and electricity; grounds and road maintenance. Responsibilities further include the University fleet and motor pool, and the utilization and maintenance of motorized equipment. Incumbent must possess the skills necessary to effectively communicate with campus personnel, campus administrators, local, state and federal agencies and the general public. The incumbent must also possess the necessary technical skill to direct and oversee construction, renovation, repair projects, and the repair and replacement of electrical and mechanical parts and equipment in order to ensure an environmentally safe and healthy campus. Provides emphasis of cooperation and liaison with the University as a service organization.

Responsibilities:

  1. Prepare yearly budget for fund requirements and continually monitor expenditures to assure that funds allocated are effectively utilized and expenditures limited to the allocation.
  2. Prepare yearly personnel staffing requirements and assure that all persons employed are properly assigned to work endeavors and that they are productive according to developed standards.
  3. Continually monitor all operational activities of the Facilities Management Department to assure that mission requirements are effectively fulfilled. Prepare quarterly and yearly reports concerning the activities of the Facilities Management Department.
  4. Establish policies, rules, and regulations. Render decisions on operational and personnel matters.
  5. Utilizes knowledge of local, state, and federal safety and building codes.
  6. Advises on handicapped access requirements and needed modifications.
  7. Consult with architects, engineers, and university departments in the planning and development of major new construction and/or the refurbishment of existing facilities. Monitor major new construction work and other contracted projects to assure that facilities are constructed in accordance with specifications.
  8. Direct supervision of staff and other key personnel involved in operational and administrative responsibilities.
  9. Receive and carry out special requirements as may be directed by the Vice President for Finance and Business Affairs.
  10. Delegate to and holds subordinates responsible for satisfactory performance of assignments. Prepare and maintain operational plans and measure and report performance against the plans.
  11. Responsible for the supervision of professional technical and clerical staff within the Facilities Management Department and outside agencies associated with the facility.

Relationships:

Position requires continuous daily contact with co-workers, supervisor, student workers, faculty, and staff in order to assign jobs, obtain instructions, make decisions, and answer any questions that may arise.

Education/Skill Requirements:

  • A Baccalaureate degree is required.
  • Minimum of ten years administrative and managerial experience preferably within an educational institution.
  • Demonstrates the ability/knowledge to provide leadership for planning, development, and operations of a complex facility.
  • Professional Certification in Facilities is a plus.
  • Demonstrated ability to establish and maintain effective working relationships with diverse constituencies and accomplished written and oral communication skills are required.
  • Computer literacy, working knowledge with architectural plans and specifications, and experience in construction management is essential.
